Management Console / Website Control Panel

I have a little knowledge in HTML,but as i work in a company i learned a lot and explore making a website..
but now i have to make the wabsite of a company and they want me to make a CONTROL panel of the website so they can easily add pages on the website im doing,,.. can anyone please help me on this..?????
How to make a control panel and which program i have to use?

Making a control panel is no easy task. For the language - what are you on now *NIX or Windows? Have they looked at cPanel or Helm?

Im working on Windows...

Well you will probably want to use .NET. But why not take a look at Helm? It is already built.

It is one of the better Windows Control panel by WebHostAutomation.
