Effects and text in a table border

Okay I saw this on some game, and I was a little curious...





Ignoring the content inside the borders, does anyone know how this can be designed? I mean with the effects and words and such.

I'm not sure if a table was used, but if so, can anyone enlighten me as to how to make these borders? Or what program or tool this is?


Oh, this is the current table that I'm using if it helps.

Looks like a plain graphic to me. Any good graphics editor will make the image for you. You can set the middle as transparent or use the CSS opacity properties.

Sorry that was my bad, I should've scrolled down some more.

But its a fixed background table thing. Next to the *=> is the fixed background image.









I just think that being able to change all that stuff in a table would be sweet, if thats whats going on here. Thanks for the past and future help.

Are you saying the center text is fixed and you want it the same way along with the image with the fancy border and being able to see another image behind the first one? It's hard to figure out what you want from an image, but if that's the idea, then CSS opacity properties will given you the set up to have a see-through image and have the text fixed ontop of it.
