Not sure how I would do the subcatagories in the drop down

I've got the states names all typed out,
trying to find the code to use to do the subcatagories under each so that when they click on the states they can find what county in the state they want and then when they click the county to have it list the affilates in the county.
Not sure how I would go about doing this. I've almost figured out a way, but not sure. I was thinking of doing a tree type of design for the menu, but not sure how to start this. I was looking for a tree type of code.

I'm still getting really confused too on what all this means about the CSS codes.
Is CSS a new laguage?
I still can't figure out why all my websites I've been doing all these years are showing up properly if I'm doing the codes wrong in only html codes.
