I am using Yahoo Site Builder and I can not get the website to load the changes because it says that the site is published but when I go to the website it has a message at the top of the screen to go PUBLISH the site... My Index.Html file does not say home page behind it...

Case matters. Make sure your home page is named index.html... all lower case letters. Also, some hosting sites like freewebs.com requires that their file be renamed from index.htm to index.html if you use it. Otherwise, they require a new home page have the extension *.html before their server will show a home page.

I am using Yahoo Sitebuilder and yes even if i do ALL caps it changes it to lower case and i have tried both HTML and HTM as the app will accept either one. AND nothing - I still can not get it to say home page behind the index.html. I have the site up but there is a message at the top of the home page and it says to PUBLISH the site. (grrrrr) I am at a loss

Gonna be hard to get this since I don't use SiteBuilder, but the following is appearing on your HTML just before the closing body tag:

This is being generated probably by Yahoo' server as there is also JavaScript OUTSIDE the normal body tags. This is something that Geocities does, too and why I hate using them.
Are you using a free or business account? |

IT is a business account which makes it harder on me cuz it should not be this way.
Do you have any suggestions? and how would I remove that?

Are you editing from your computer or editing online using Yahoo's Editor? Being a business account, you should not be getting ANY stuff generated by Yahoo's server on your pages.
Might try putting in a Support Ticket for support since you have a business account. Seems there is no way to call them and they don't have LiveChat that I can see.
Is the code on your pages that are on your computer? If so, all the server generated code should be removed before Publishing. Try this and see if server generates the code again after Publishing. Don't forget to either empty cache or do a good page Refresh.
