Typically it is added as an image
<img src="anim_flag.gif" />
to where ever you want it to appear.

There are lots of websites where you can copy and paste codes for flag animations - but you probably know that already. How to add them to your page depends on how you are building your webpages. If you are using a software program to create webpages and upload thru FTP server, such at Cutesite Builder etc... you will need to find the button in your program that allows you to "Insert" first. Once you have found that you will see lots of choices about what kind of object you want to insert - if a picture or animation, sound file HTML code etc. If you are inserting an animation, like a moving flag, you will need to select Insert-Animated GIF or whatever your software calls it... then browse your files for the one you want (you will have already saved it to that file) select and paste it. Then you will need to save your new page with the added flag animation and then you can upload it to the internet. I hope this helps.
