It is possible to make SSI includes on HTML pages. Just add a fix to the server and there is no need to change all the links and file extensions to shtml.
Found this code whilst searching for days as I did not want to change all of my links and file extensions, being a large 93 page site. Need to check with your server though that they will accept it.

You are going to have to edit every page anyway to insert the include code. Just as well rename them to *.shtml as you go. Just remember, the include code added depends on the relationship of the page using it to the include file being called.
