Developing/integrating a pay-per-click solution

I am looking to develop my own pay-per-click solution for a website. Not Adsense but my own solution to integrate on my wesite like how Google has the Adwords program. I want my own program like that a user can deposit money and pay per click either through a fixed cost or bidding system.

I would greatly appreciate if someone can tell me if this is something I would need to develop from scratch or if there are already made solutions that I can integrate to my site. Also, if I were to develop it from scratch what kind of person/specialty I would need to develop this. Thanks!
